An amateur rapper and an associate of the Families. One of the youngest members of the GSF, Loc was always seen as something of a little brother to the homies, something that he resents deeply. As such, he constantly tries to impress them, doing anything to earn respect - up to and including intentionally racking up traffic violations to gain a prison sentence.
After being released from prison early in the game, he gets a parole job as 'hygiene technician' (read: janitor) at the Burger Shot branch in Marina, western Los Santos. Still desperate for street cred, he begs CJ to help him establish his rap career... by ruining the life of the fading rap star Madd Dogg.
- Adaptational Karma: Jerusalem's screenshot LP sees him get exposed as the fraud and plagiarist he is, leaving his career and reputation in ruins. CJ considers it a Fate Worse than Death.
- Adaptation Dye-Job: In the Mobile and Remastered versions of San Andreas, Loc has a bandana and a moustache for some reason.
- Ambition Is Evil: Loc's obsession with becoming a rapper leads to the death of Madd Dogg's manager and an innocent woman, the murder of his guards, the destruction of Madd Dogg's career and the theft of a stereo system.
- Burger Fool: His parole officer lined him up with a job at a Burger Shot, much to his dismay.
- Dreadful Musician: He is a terrible rapper.
- He's so terrible in fact, that not even Madd Dogg's competently written rhymes sound good.
- FaceāHeel Turn: He allies himself with Big Smoke after the Grove Street Families is disbanded and CJ is kicked out of town, and is antagonistic towards CJ when he comes back to Los Santos.
- Informed Attribute: Loc is said to have put on quite a bit of muscle while in jail, but from what we see of him, he looks pretty scrawny.
- Insistent Terminology:
- It's OG Loc, not Oglock or Jeffrey!
- He's very insistent that he works as a 'hygiene technician', not a toilet cleaner at Burger Shot.
- Karma Houdini: He gets off pretty light, becoming a one-hit wonder versus everyone else getting killed or murdered. note Jimmy Silverman does say he's strongly considering suing him, but we never know if he went through with it.
- Laughably Evil: So much to a point where he can't even be considered evil.
- No Celebrities Were Harmed: Has elements of Vanilla Ice in his backstory. No, seriously.
- Not-So-Harmless Villain: At first, he appears to just be a laughable wannabe gangsta rapper. Sure, he's a criminal, but he seems fairly benign. Then he sends CJ to commit several atrocities: breaking into Madd Dogg's mansion and killing all the security to steal his rhyme book, and later kidnapping and killing Madd Dogg's manager and his girlfriend. It gets worse when he becomes famous, causing Madd Dogg to almost commit suicide.
- Piss-Take Rap: Let's be blunt: he's a spectacularly awful rapper.
- Pretty Fly for a White Guy: A variation. He is black, but he's very much a wannabe and is absolutely pathetic as a gangsta rapper. The only reason he got any sort of career at all is because he had CJ steal Madd Dogg's rhyme book.
- Prisons Are Gymnasiums: Why he's shirtless (except when wearing his Burger Shot uniform) as described below. CJ comments on it early on.CJ: Look at you, all muscley and shit.
OG Loc: Man, I got 17s on the hang!
CJ: You coulda did that out here.
OG Loc: Because I did it in the joint, it's real now.
CJ: [humoring him] Yeah, I guess it is, gangsta. - Prison Rape: Possibly. When the GSF go to pick him up upon his release, Sweet is sure that he's been somebody's bitch during his time inside. And Loc does ask to go visit a guy named Freddy who 'stole his rhymes' while he was in prison, for payback. The thing is, when he and CJ knock on the Freddy's door, the guy's reaction is not what you'd expect from a rapist; instead of being dismissive of somebody he doesn't perceive as a threat, or realizing that his life is in danger and trying to apologize for what he did to Loc, he seems to be under the impression that Loc is there to have sex with him, going on to say (in a Camp Gay voice) that what they had was 'just a prison thing' and that he isn't interested in Loc any more now that he's back on the outside with women. On the other hand, right before fleeing on a motorcycle he says 'you dropped the soap, sugar'. There's a link to a video of the mission and the entire verbal exchange on the main page under the Prison Rape trope, so you can watch that and make of it what you will.
- Scare 'em Straight: Intimidated by Carl and Madd Dogg into leaving Los Santos and abandoning his career.
- Small Name, Big Ego: He thinks he's a 'real' gangster and a talented rapper, when in reality, his friends who are real gangsters think of him as a joke and he is a terrible rapper.
- Spell My Name with an 'S': Nobody seems to get his name right. They either call him Jeffrey or, in the case of Lazlow...(To Lazlow): 'Oglock'?! That's OG Loc! O-G-Loc! Ya hear me, playa?
- Tattooed Crook: He's covered his body in tattoos, likely in an attempt to look gangster.
- The Friend Nobody Likes: None of the GSF members seem particularly fond of Loc, and mostly help him out due to obligation. Most of the crew left the party early just to avoid his rapping.
- Too Dumb to Live: Gets himself sent to prison via unpaid parking tickets to try and achieve some street cred.
- Ungrateful Bastard: Starts working with Big Smoke with no thought to what happened to Carl and Sweet.
- Walking Shirtless Scene: The only times we see him with a shirt are when he's working at Burger Shot. Otherwise, he goes shirtless to show off his many tattoos.
Leader of the Varrios Los Aztecas, a Mexican gang that controls a large portion of western Los Santos and has a small presence in San Fierro, who loves cars almost as much as he loves Kendl. These two passions are what cause his first meeting with CJ, who follows him to a lowrider competition to watch over his sister.
After a brief confrontation, the two strike up a strong, close friendship, which eventually grows into a full-on partnership between the Aztecas and the Families.
- Affably Evil: He's a very friendly guy, and also a gang leader who has no problems murdering people.
- Bash Brothers: With CJ, along with Woozie.
- Best Friends-in-Law: Despite Carl initially disapproving his relationship with his sister, the two eventually become best friends. And Carl becomes absolutely supportive when Cesar intends to propose to Kendl.
- Establishing Character Moment: Cesar's first appearance shows him to be a trustworthy individual, who acts friendly to CJ despite the latter's issues with him dating Kendl, and defuses a conflict between their gangs before it gets violent.
- Grease Monkey: He and his gang love cars and racing, and hold regular lowrider competitions at the local train station.
- The Lancer: To CJ during the San Fierro missions.
- Neighborhood Friendly Gangsters: The Aztecas seem to be a fairly decent bunch, preferring to deal in cars rather than guns and drugs.
- Nice Guy: Cesar is probably the most normal and down to earth guy in the game in terms of his personality.
- Noble Demon: Like most 'good' characters in the series, he's still a criminal who has no problem with murdering people, but he is very friendly in person and tries his best to take care of his friends and loved ones.
- Official Couple: with Kendl after they're engaged.
- Star-Crossed Lovers: His relationship with Kendl had shades of this, since they belong to two different gangs and her brother Sweet disapproves of her dating a Mexican. They end up together at the end of the game and he plans to propose her next.
- Tattooed Crook: He sports a great deal of gang-related ink.
- Why Did It Have to Be Snakes?: He's afraid of heights, and really doesn't like riding in helicopters as a result.
An aging hippie running a marijuana farm in Leafy Hollow, on the outskirts of San Fierro. He meets Carl through Tenpenny, a frequent customer of his, who demands that Carl work off the debt that he owes from all the weed he's been buying on credit. Sympathetic to Carl's plight, seeing him as a fellow warrior against the system and all, they form an Odd Friendship that lasts the rest of the game.
- Cloudcuckoolander: The Truth isout there. He's constantly babbling about everything from eco-friendliness to alien abduction to government surveillance, and everything in between.
- The Cuckoolander Was Right: ... and yet, he's right on the money about a surprising amount of his theories, to the point that he knows more about Toreno than Toreno knows about him.
- Conspiracy Theorist: And how. He's constantly calling into WCTR's conspiracy segment and getting laughed off the air, even when he's right.
- Cool Old Guy: He's a very friendly man, who happens to have some surprisingly heavy weapons laying around.
- Early-Bird Cameo: The player can already hear him on the radio, on all three skits of WCTR's 'Area 53' segment, long before Tenpenny introduces Carl to him.
- Erudite Stoner: He's prone to semi-philosophical ramblings, used grow his own weed, and never met a conspiracy theory he didn't like.
- Incest Subtext: When Carl calls him a motherfucker (for smoking weed next to his face), part of his response includes 'I never fucked my mother, she wouldn't allow it'.
- New-Age Retro Hippie: He's obsessed with fighting against the system, and bonds with Carl over their shared hatred of the police.
- Only Known by Their Nickname: The Truth probably isn't his true name.
- The Stoner: Not even running away from law enforcement can get him to stop smoking pot.
- Thememobile: The 'Mothership', a Camper van with a psychedelic paintjob which, claims The Truth, runs on 15-year-old cooking oil.
The blind, yet unnaturally lucky leader of the Mountain Cloud Boys, a Triad sect based in Chinatown, San Fierro. Carl meets him while attending an illegal race in Red County with Caesar, where the two quickly strike up an Odd Friendship. Once he arrives in San Fierro, Carl contacts him for work, which he happily provides, along with financial support from his gang.
The two eventually form a profitable business partnership in the form of the Four Dragons Casino in Las Venturas, which serves as Carl and his friends' first step towards a life of luxury.
- Affably Evil: Pretty nice guy to his subordinates and gladly helps anybody that's aided him in turn.
- Affectionate Nickname: CJ and several of his closest associates call him 'Woozie'.
- Benevolent Boss: To his gang.
- Beware the Nice Ones: He may be one of the nicest Triads you'll ever meet, but he's still a Triad. This is best exemplified when he and CJ get into a shootout shortly after the latter's arrival in San Fierro.
- Bash Brothers: With CJ, along with Caesar.
- Berserk Button: Harming his men results in VERY colorful insults and a faceful of lead for the Vietnamese gangsters.Woozie:YOUR MOTHERS WERE DEMON SLUTS!!!
- Mocking his blindness results in him sending CJ turn the Sindacco plastic factory who made counterfeit poker chips with a white cane and sunglasses over the logo of his casino to a smoldering ruin.
- Crazy Awesome: He's a blind crime lord who gets into gunfights and street races.
- Deadpan Snarker: Has moments of this like when Carl asks if he knows he's black. 'I'm blind, Carl, not stupid.'
- Graceful Loser: He took his loss to Carl in the car race rather well.
- Handicapped Badass: Yes, he's blind. That doesn't stop him from handling a gun and driving a car in a street race to good effect. Though he walks into walls if unassisted on the street. His men attribute this to being Born Lucky. Or his men rig his luck for him, as you can see when playing cards note or minigolf note with him in Las Venturas.
- Hidden Eyes: He is the second character in the game to not have his eyes revealed through his sunglasses.
- Hiding the Handicap: He doesn't reveal his blindness to CJ until CJ has done several missions on his behalf and earned his trust... not that it wasn't obvious beforehand.
- The Leader: Of the San Fierro Triads.
- Kryptonite Factor: He had all his senses trained to their peak condition to make up for his blindness. However, he admits they would be completely useless while swimming in 'Amphibious Assault'.
- Neighborhood Friendly Gangsters: Refuses to deal dope and seems to be somewhat less violent than other crime bosses, at least until the enemy strikes first.
- Nice Guy: Easily one of the most friendly and pleasant people that Carl meets in the game, and the two strike up a friendship almost instantly. That said, he can be pretty damn ruthless to his enemies.
- Noble Demon: On any other day, when not fighting rival gangs, he's quite an affable guy.
- Nobody's That Dumb: When CJ learns that he's really blind, he assumes that he doesn't know what's really going on around his surroundings, which he sometimes does. So after Woozie reveals to CJ that he's blind:CJ: Uh... Woozie... You do know I'mblack, right? And not Chinese?
Woozie: I'm blind, Carl, not stupid. - Odd Friendship: He's a blind Chinese race-car driver, Carl is a black gangbanger. Quite a few people comment on the curiosity of it.
- Spoiled Sweet: There's indications he's been treated this way his entire life, up to and including the Triads indulging his street-racing habit. Despite this, he's remarkably nice.
- Sunglasses at Night: to hide his blindness.
An acquaintance of the Truth and owner of an RC toy shop in San Fierro, which is experiencing some money troubles. After purchasing the shop, Carl helps him out with a number of problems, namely those stemming from his murderous rival, Berkley, and the two form yet another Odd Friendship. Afterwards, he serves as CJ's go-to hacker for high-profile jobs.
- Complexity Addiction: Oh yes. He has CJ use a toy plane to assassinate some couriers when he might as well have done it personally, like what he has been doing for the entire game. Zero could also very well ask for CJ to get rid of Berkley permanently, but doesn't do so because he insists on proving his superior intellect to him.
- Evil Genius: He's able to build his personal army of radio controlled Mecha Mooks out of toy planes and cars.
- Geek Physiques: Skinny.
- Hollywood Nerd: He's a skinny, bespectacled RC enthusiast with a love of pop-culture who's extremely skilled with computers. What else would he be?
- Hypocrite: He considers himself an Actual Pacifist, to the extent that he won't even take up arms against radio-controlled planes. He does not, however, have any moral qualms about encouraging CJ to commit several murders on his behalf.
- Large Ham: He really gets into his and Berkley's miniature wars.
- Nerd Glasses: He has some.
- Serious Business: RC vehicles. So serious that he has people killed over it.
- Sitcom Arch-Nemesis: Subverted. His relationship with Berkley is exactly like this... except that they use bombs and bullets to lash out at eachother.
- Too Dumb to Live: Non-lethal example. In a moment of pride, he brags to Berkley about the Caligula's Palace heist, which almost blows it for everyone.

One of the most successful rappers of the West Coast rap scene, at least for a while, Madd Dogg's career was already waning when OG Loc forced CJ to ruin his career. Humiliated, penniless, and a national laughingstock, he fled Los Santos and turned to drinking, eventually trying to throw himself off of the roof a hotel in Las Venturas. By chance, CJ happened to be there, and saved his life out of remorse.
Feeling guilty about his role in Madd Dogg's downfall (something which Dogg himself was unaware of), CJ decided to help him get back on his feet, becoming his new manager with help from Ken Rosenburg and Kent Paul. Returned to greatness once more, Madd Dogg's success is what finally marks the Johnson family's rise to fame and fortune.
- The Alcoholic: What he becomes after CJ wrecks his life.
- Celebrity Cameo: Madd Dogg is based on and voiced by Ice-T.
- Comic-Book Fantasy Casting: He may be voiced by Ice-T, but he looks like Ice Cube.
- Despair Event Horizon: The death of his first manager, theft of his rhyme book, and the massacre at his mansion certainly did a number on his sanity. So much so that Carl - the man responsible for his downfall - had to save him from jumping off of a Las Venturas hotel.
- Early-Bird Cameo: He can already be heard as early as as the first WCTR News segment, as well as ads for Radio Los Santos. Also doubles as Book-Ends, as he can be heard on the eleventh (and final) segment of WCTR, telling people of his comeback.
- Interrupted Suicide: Stopped by Carl, partly as restitution for his hand in ruining his career earlier, but also to spite OG Loc, who has aligned himself with the traitorous Big Smoke.
- I Owe You My Life: To Carl, who saved him from his suicide.
- Irony: Madd Dogg's relationship with CJ in a nutshell.
- Nice Guy: One of the most perfectly normal and pleasant people in the franchise. The only vengeance he takes on OG Loc is taking back his rhyme book and royalties from OG Loc's stolen work. After the last mission you can also hear him on the radio thanking Carl Johnson for bringing him back.
- And Your Reward Is Clothes: All girlfriends give you a unique outfit, upon getting a 100% approval rating.
- Optional Sexual Encounter: Only possible after a significant amount of dates, they will invite CJ over for some 'coffee'. Millie is the only exception in the sense that CJ can sleep with her during their first encounter.
- Satellite Love Interest: While each have distinct traits to stand out from each other, they don't have any presence in the story other than their relationship with CJ, not even Denise and Millie (the only girls that he encounters during the plot).
A Grove Street associate and CJ's first girlfriend. One of the two love interests encountered in the storyline.
- Action Girl: Among her hobbies, includes doing drive bys on enemy gangs.
- Clingy Jealous Girl: She becomes possessive of Carl as the story goes on, and she even calls in to Radio Los Santos to complain about her relationship with Carl.
- Distressed Damsel: In 'Burning Desire', she becomes trapped inside a building on fire started by CJ, requiring him to rescue her.
- Hooker with a Heart of Gold: Its never outright stated, but its heavily implied Denise is an prostitute, as she is introduced within the Los Santos Vagos territory despite being from Grove Street, alongside the fact she gives CJ the Pimp Suit once he reach 100% progress with her. It is also suggested by her car which is a 'Hustler', which is slang term for a pimp.
- Noodle Incident: She very casually mentions giving away her three children.
- Rescue Romance: After being saved by CJ, she becomes an available girlfriend. Though as far as she knows, she is unaware that CJ is responsible for starting the fire she had to be saved from.
Grand Theft Auto 5 Carl Johnson
A croupier at the Caligula's Palace casino in Las Venturas and, just like Denise, she is another CJ's girlfriend tied with the storyline. In Milli's case, her entry card is required as part of an heist planned by CJ and Woozie, and only possible after dating her for a significant time.
- Bed Trick: On the receiving end of this trope since CJ kills her gimp, disguises himself as him and pays a visit to her place for a night of pleasure. Astonishingly, she is okay with finding out the truth and becomes CJ's girlfriend for real.
- Bondage Is Bad: Averted. Despite her kinky disposition, she is arguably the nicest of all CJ's love interests, compared to Helena (who will occasionally talk about being able to murder C.J. and get away with it), Katie (who says things like 'Car crashes are so erotic' and 'Self-mutilation fascinates me'), and specially Catalina (who plays this trope straight).
- Dominatrix: She dresses like one, but she is more like a submissive.
- Ms. Fanservice: Has a rather gratuitous scene where she is testing out her BDSM outfit in the mission she is introduced.
- Script Breaking: Its possible to kill Milli rather going through the trouble of dating her. If you do it, CJ receives a phone call from Woozie saying he has access to her house and the entry card.
- Ugly Guy, Hot Wife: While Millie is a Ms. Fanservice, her boyfriend/gimp Benny looks like this. Ironically, she will not date with CJ if he grows fat or looses muscle.
- Video Game Cruelty Potential: Killing Millie is significantly faster than dating her, and it doesn't prevent the player from gaining 100% completion, as dating girlfriends do not count towards 100% completion.

Helena is a lawyer and gun enthusiast living in a farm out in the country. CJ can meet her on top of the Ammo-Nation Blueberry, Red County. Prefers skinny PCs. As in, low muscle and fat.
- Bunny-Ears Lawyer: Despite being a lawyer by trade, she is gun nut, with her own personnel cash of weapons on her farm. note
- Gun Nut: CJ even meets her, in the middle target practice on top of a gun store.
- Hidden Depths: She has a love for the countryside, despite being from a wealthy background.
- Lack of Empathy: If CJ stands in-front of her during target practice, she will keep shooting without a care in the world.
- Unfortunate Names: Her surname is a play on words for 'wank stain'.
Katie is a nurse in the ER unit, of an unknown hospital living in San Fierro at the northwest corner of the city, just southeast of the Gant Bridge and the nearest home to it. note She will likely either be at the karate dojo in Garcia or Avispa Country Club at the south end of the city, practicing t'ai chi behind some bushes. While dating her, you will not lose money or your weapons after going to the hospital. Prefers PCs with high muscle.
Grand Theft Auto Carl Johnson Md
- Nightmare Fetishist: She has a bizarre fascination with death and injury bordering on sexual pleasure, especially in relation to car crashes. Even encouraging CJ, to drive recklessly.
- Everyone Has Standards: That said, she say outright necrophilia is going too far even for her.
- Take That, Scrappy!: She states her dislike OG Loc ('OG Joke is more like it') and mentions being a fan of Mad Dogg, I.E. the man whose carrier Loc stole.
A mechanic in Downtown San Fierro. Available to date after 'The Green Sabre'.
- Chubby Chaser: Prefers PCs with high fat.
- Spicy Latina: One of the hotter girlfriends in the game.
- Too Slow: She prefers if you drive at fast speeds, which is an easy feat in San Fierro due its numerous hills.
A deputy sheriff in Tierra Robada. Available to date after 'Yay-Ka-Boom-Boom'.

Wear Flowers in Your Hair[edit]
When you arrive at your garage, it's a little less that you expected it to be. But Kendl, Cesar and The Truth convince you to turn it into a real garage. The Truth knows some guys who can help you do just that. The first guy is named Jethro. Get into the nearby car and drive over to his location, which is marked on your mini-map with the signature blip.
When you get to the red marker, beep your horn. Jethro will join up. When he's in the car, head over to the hospital, marked by the red cross on the map. Get the sense that this mission is here to show you around SF? Well, it is. Park in the red marker when you get there. After you arrive and The Truth gets a look at what he wants to see, drive over to Dwayne's hot dog stand, marked by another blue blip. Again, when you get there, park in the red and honk the horn.
After this, head to the cop station downtown. It's marked with a larger blue icon. Once The Truth stops babbling, it's time to head to Zero's shop. When you get there, sound the horn. Zero will get into the car. Head back to the garage and park on the red marker. This will complete this rather easy mission.
555 We Tip[edit]
When you get to the garage, you'll get a call from Tenpenny. He wants you set up the DA... by planting drugs and calling a hotline. Go over to the Vank Off Hotel and park in the red. There aree several valets here... you'll need to become one of them in order to fulfill the mission.
Follow the valet down into the parking garage. When you get below, park in front of his car and drag him out. Shoot or beat him to death and steal his money and clothes. Head back up to the street in your new duds and step on the red marker. Look for a blue Merit and be the first valet to get to it. Don't rush into the first car that pulls up. The DA's ride is dark blue, and it will honk when it drives up (or another valet will make a comment about it being the DA). If another valet beats you to the ride, haul him out.
Drive over to the indicated marker on the mini-map... your garage. Once you have the drugs planted, drive back to the next marker, near the valet station. Make sure you don't beat up the car on the trip back, or you will have to drive back to the garage again... and since there is a time limit (2:30 in all) you probably won't make it. You also don't want to raise a Wanted Level, or you'll end your mission, too.
When you return, drive through the red marker, then head down into the garage and park in the indicated space. Get out of the car and book up aboveground and place the call. Just follow the mini-map marker to the red zone and make the call.
Deconstruction[edit]
It's never a good idea to diss your sister... as shown in this mission. When construction workers start messing with your sis, it's time to go up there and give them 'what for.'
Run up to the construction site and get on the bulldozer. The idea is to destroy all of the portable buildings before the cops arrive. Get up a head of steam and ram the sides of these buildings. Avoid the explosive barrels for the most part--you can hit one or two, but more than that will make your bulldozer explode. Take a look at the mini-map to find any you might have missed... they're marked in green.
Once the portables all go down, the crew foreman will appear from the porta-potty nearby, then run back inside. Use your bulldozer to push him into the ditch (marked by a yellow blip). Several other construction workers will try to impede your progress. Resist the urge to shoot them, as that can draw cops and make the job much harder. Just try to work around them.
Once you get the porta-potty into the ditch, go grab a cement truck. Back it up on to the red marker near the ditch and you will fill up the hole and bury the foreman. This will complete the mission.
The garage icon will now change to a different logo, and will now offer missions for The Syndicate. Head over there now.
